Colonel John Phelps has served in the United States Army Judge Advocate General's Corps for the past 25 years. He is a member of the bars of the State of Ohio, the United States Court of Appeals for the Armed Forces, and the United States Supreme Court. Prior to his assignment as Professor of International Law at the United States Naval War College he was the Legal Advisor for the NATO Command, Allied Forces Southern Europe, where he participated in NATO's operations in Bosnia, Kosovo, Macedonia and Operation Enduring Freedom. In addition to his teaching responsibilities, he serves as the Deputy Director of the International Law Department, Center for Naval Warfare Studies.
